As the 10th Parliament of the Democratic Socialist People’s Government of Sri Lanka convenes for its inaugural session on November 21, 2024, Secretary General of Parliament Ms. Kushani Rohanadhira has outlined key privileges and procedural details for the newly elected Members of Parliament (MPs).
Key Details for the Inaugural Session
- MPs are required to report to Parliament by 9:00 AM, with proceedings beginning at 10:00 AM.
- No fixed seating arrangements will be enforced for this session, allowing MPs to sit wherever they choose.
- Proceedings will commence after the ceremonial placement of the mace in the chamber.
- The agenda includes electing the Speaker, followed by the swearing-in of the Speaker and MPs.
- The Deputy Speaker and Deputy Committee Chairman will also be selected by parliamentary vote during the session.
Privileges for Members of Parliament
The Secretary General also announced a range of benefits and facilities available to MPs:
Monetary Allowances
- Monthly stipend: Rs. 54,000.
- Daily sitting allowance: Rs. 2,500 per day for attending parliamentary sessions.
- Committee meeting allowance: Rs. 2,500 per session on non-meeting days.
Housing and Transportation
- MPs without a residence within 40 kilometers of Parliament are entitled to housing in the Madivela MP official housing complex.
- Fuel allowances are provided based on mileage.
- Healthcare
- Access to medical facilities at Sri Jayawardenepura Hospital with subsidized costs.
Staff and Stationery
- Annual stationery and stamp benefits worth approximately Rs. 100,000.
- Allowances to support the personal staff of MPs.
Security Provisions
- Each MP is issued a pistol.
- Security detail includes two police officers per MP.
These privileges are in place to support MPs in their legislative duties and personal security. However, the cost of such benefits often draws scrutiny, especially during times of economic challenges, as critics argue for greater fiscal responsibility.
