Former Energy Minister Kanchana Wijesekera publicly credits the key technology teams behind Sri Lanka’s National Fuel Permit QR System, highlighting how the digital platform helped manage fuel distribution during the country’s severe economic crisis.
Former Minister of Power and Energy Kanchana Wijesekera has revealed the organizations and technology teams responsible for building Sri Lanka’s National Fuel Permit QR System, the digital platform introduced during the country’s fuel crisis to manage limited fuel supplies.
In a post shared on his X account, Kanchana Wijesekera stated that the system was developed through the combined efforts of teams from the Information and Communication Technology Agency, Dialog Axiata and Millennium IT.
He specifically acknowledged the leadership and contributions of Jayantha de Silva and his team at ICTA, Supun Weerasinghe and the technology team at Dialog Axiata, along with the engineers at Millennium IT and Shevan Gunathilaka who were involved in the development process.

Wijesekera explained that the National Fuel Permit QR System was introduced in July 2022 as a digital solution to regulate and control fuel distribution at a time when Sri Lanka faced severe fuel shortages and economic instability.
According to Kanchana Wijesekera, the QR based fuel management system played a critical role in stabilizing both social and economic sectors by ensuring fair fuel allocation while reducing long queues and supply disruptions.
He further noted that the platform also functioned as a valuable digital data system that helped authorities analyze fuel demand patterns, monitor market behavior and support faster policy decisions during the crisis.
