Manchester, July 26, 2024 — An armed police officer filmed kicking a teenager in the face at Manchester Airport is facing possible criminal charges. The officer, who has been suspended from duty, is under investigation by the Independent Office for Police Conduct (IOPC).
The incident occurred on July 23, when the officer was captured on video kicking 19-year-old Muhammed Fahir while he was lying face down on the ground. The footage, which shows the officer also using a Taser on another man, has sparked significant public outrage and led to protests in Rochdale and Manchester.
Catherine Bates, IOPC Regional Director, announced: “We are conducting a criminal investigation into the use of force during the events at Manchester Airport. We will interview the officer under criminal caution as soon as possible and review all available evidence, including police body-worn footage and witness testimonies.”
Bates continued: “We have met with the family of the man involved and assured them that we are addressing their concerns. They have requested a call for peace and made it clear they do not condone any violence in response to this incident.”
The IOPC is expected to submit a report to the Crown Prosecution Service, which will determine whether to charge the officer. The footage shows the officer kicking Fahir in the face with force and then stamping on his head. He is also seen using a Taser on another man, who is already subdued.
Andy Burnham, Mayor of Greater Manchester, urged the public to allow the investigation to proceed without rushing to judgment. He said: “It’s important that we do not exploit this situation for political gain. We need to let the investigation run its course and address the issues in a calm and measured manner.”
Burnham also expressed concern that GMP’s initial statement did not adequately address public concerns. “The initial response from GMP did not fully capture the public’s reaction to the footage. We need to ensure that we are transparent and responsive to the community’s concerns.”
GMP Chief Constable Stephen Watson apologized for the incident, stating: “It is profoundly regrettable that this situation has caused shock and upset. We are committed to cooperating fully with the IOPC and providing all necessary assistance. Our priority is to ensure that we address the concerns of our communities and restore trust.”
