Three senior officers face Sri Lanka Police demotions following a reported Supreme Court ruling invalidating promotions granted in 2010.
COLOMBO, Sri Lanka — Three senior Sri Lanka Police officers have reportedly been demoted from the rank of Senior Superintendent of Police (SSP) to Chief Inspector (CI), following a Supreme Court ruling concerning promotions granted under a previous administration.
According to reports, Inspector General of Police Priyantha Weerasooriya issued instructions implementing the rank adjustments after the National Police Commission approved the necessary administrative measures.
The affected officers have been identified as V. V. S. Gunathilaka, A. J. Y. B. Krishantha and P. M. B. Perera.
The three officers had received special promotions from Chief Inspector to Assistant Superintendent of Police under a Cabinet decision dated 28 July 2010.
They subsequently advanced through the ranks of Superintendent of Police and Senior Superintendent of Police.
However, the promotions became the subject of a prolonged legal dispute, with petitioners questioning whether the appointments complied with established recruitment and promotion procedures.
Supreme Court Intervention
According to published accounts of the judgment, the Supreme Court determined that the special promotions had been granted outside the applicable procedures and violated the constitutional guarantee of equality before the law under Article 12(1).
The court reportedly examined the circumstances surrounding the original Cabinet decision, including references to services performed for then-President Mahinda Rajapaksa and his family.
The case arose from a fundamental rights petition filed by 33 Chief Inspectors of Police who challenged the promotions.
The petitioners argued that preferential appointments undermined the rights of other qualified officers and compromised the principles governing advancement within the police service.
Following the court’s ruling, the relevant authorities initiated administrative steps to reverse the contested promotions.
Implementation of the Demotions
Reports indicate that the three officers were transferred to Police Headquarters in September 2026 while the administrative process was being completed.
An instruction issued by the Inspector General of Police on 29 October reportedly formalised their reversion to the rank of Chief Inspector.
The effective dates of their reinstated ranks were reportedly determined according to their previous service records.
The decision marks the conclusion of a lengthy dispute over the legality of appointments made outside established promotion procedures.
Implications for Police Administration
The case raises wider questions about political influence, administrative fairness and professional advancement within Sri Lanka’s law enforcement institutions.
Promotion systems that operate outside transparent and established criteria can undermine confidence among officers and create disputes over seniority, qualifications and career progression.
The reported decision highlights the importance of judicial oversight and adherence to constitutional principles in public-sector appointments.
It also demonstrates the potential long-term consequences of irregular administrative decisions, particularly when promotions are subsequently challenged through the courts.
