The explosives were first spotted by local fishermen, who initially noticed a floating tin-like object in the water. Upon closer inspection, the fishermen contacted the Mullaithivu Police to report the unusual discovery.
When police arrived at the scene, they found the explosives stored securely in a collection of tins, which appeared to have been deliberately arranged to keep the items intact.
