D.V. Chanaka alleges major coal corruption in 2025 and 2026 procurement, claiming tender violations caused huge public losses.
D.V. Chanaka has filed a detailed complaint with the Special Presidential Commission of Inquiry, alleging large-scale corruption in coal purchases for 2025 and 2026.
The current Member of Parliament and former Deputy Minister of Power and Energy submitted the complaint today (14), claiming that serious irregularities took place in the coal procurement process carried out by the Lanka Coal Company.
The complaint, submitted with documented evidence, alleges that the tender procedure was violated to favour a specific supplier, causing a major financial loss to the government and the people.
MP Chanaka claims that the coal procurement process, which should normally have begun in February, was deliberately delayed and later presented as an “emergency purchase”.
He alleges that this delay paved the way for corrupt transactions.
The complaint further states that tender dates were postponed several times to allow time for a suspicious supplier to be registered.
It also notes that an essential condition that previously required registration one week before the tender process was removed in this instance.
MP Chanaka alleges that the Secretary to the Ministry and the Chairman of the Lanka Coal Company were directly involved in the process.
He also claims that an official who came through a political appointment, rather than a professional public servant, played a decisive role.
According to the complaint, information had been received that the coal supplied by the relevant company was of substandard quality.
However, obtaining the test reports was allegedly delayed by nearly three months.
The complaint says the damage caused to the Norochcholai Power Plant and the environment as a result should be properly calculated.
It further alleges that Cabinet approval was obtained by presenting false information in order to award the tender to the relevant supplier.
MP Chanaka claims that previously established tender procedures were completely violated.
He states that hundreds of millions of rupees in public funds have been misused through this alleged corrupt transaction.
The complaint also raises concern over the signing of agreements before seeking the Attorney General’s advice, describing it as a serious issue.
Accordingly, MP Chanaka has requested the Presidential Commission of Inquiry to conduct a broad, transparent, and independent investigation into the entire process.
He has also called for legal action to be taken against those responsible.
