The Ministry of Defence has issued a new Extraordinary Gazette Notification to freeze all funds, financial assets, and economic resources belonging to individuals, groups, and entities identified under Sri Lanka’s anti-terrorism framework in line with the United Nations Regulations No. 1 of 2012.
This latest order, signed by Defence Secretary Retired Air Vice Marshal Sampath Thuiyakontha, the Competent Authority under these regulations has been issued under Regulation 5 and is referenced in Gazette No. 2438/47, dated May 2025.
With immediate effect, all financial and economic assets of designated persons and groups under Regulation 4 are subject to freezing. This move strengthens Sri Lanka’s compliance with global counter-terrorism financial standards.
The notification replaces several previous asset-freezing orders, including:
- Gazette No. 1854/41 of 21 March 2014
- Gazette No. 2335/31 of 10 June 2023
- Gazette No. 2387/03 of 3 June 2024
- Gazette No. 2424/52 of 20 February 2025
Although these previous orders have been revoked, any actions taken under them remain valid and enforceable.
Additionally, the schedule of designated individuals and entities under Regulation 4(7) has been updated. The newly issued schedules now replace those last amended by Gazette Extraordinary No. 2424/51 of 20 February 2025.
This updated list reflects Sri Lanka’s continued efforts to combat terrorism financing and uphold international obligations under the UN Security Council’s sanctions regime.
