Frequent dog deaths at Blue Water Hotel Wadduwa prompt a police investigation after four animals allegedly died by electricution from an electrified fence.
A police investigation into the deaths of four dogs near The Blue Water Hotel and Spa in Wadduwa has sparked serious questions over animal welfare, electrical safety and the circumstances surrounding an alleged electrified boundary fence.
The investigation follows a complaint lodged by the Animal Welfare Coalition (AWC) Sri Lanka after the organisation conducted its own inquiry into the incident, which reportedly occurred on August 19.
The animals allegedly died after coming into contact with electrical wires installed along the boundary of land connected to the luxury hotel in Thalpitiya, Wadduwa.
However, the case has become more serious because the AWC alleges that the deaths may not have resulted from an ordinary electrical accident.
According to allegations contained in its complaint, the dogs may first have been given food containing poison before subsequently coming into contact with the electrified wires.
Those allegations have not yet been established by investigators or tested before a court.
Worker Reportedly Shocked at the Scene
Concerns over the electrical installation intensified after a worker reportedly received an electric shock while attempting to remove the bodies of the dead animals.
The worker survived, according to accounts surrounding the incident.
If confirmed, the incident could raise broader questions about whether the electrical installation posed a danger not only to animals but also to employees, residents or others who could come into contact with the boundary.
The AWC has called for authorities to investigate the wiring, how electricity reached the fence and whether the installation complied with relevant safety requirements.
The organisation has also alleged that this was not the first incident involving dogs and electrical wires around the property.
According to the coalition, similar incidents have occurred on two previous occasions, making the latest deaths the third alleged episode of its kind.
The organisation has further accused those responsible of attempting to conceal or suppress evidence following earlier incidents, including allegations involving CCTV footage.
These remain allegations made by the AWC and require independent investigation.
Hotel Explanation Challenged
The hotel has reportedly disputed claims that the animals were deliberately electrocuted.
According to reporting surrounding the dispute, representatives of The Blue Water attributed the electrical incident to insulation tape becoming loose during heavy rainfall, resulting in an unintended electrical hazard.
The Animal Welfare Coalition has strongly challenged that explanation and called for authorities to establish exactly how the fence became electrified.
The dispute has placed particular importance on physical evidence from the scene, including the wiring system and any available surveillance footage.
The AWC has publicly released its police complaint through social media, bringing greater attention to the deaths and generating widespread criticism online.
Posts discussing the incident have also circulated among animal welfare and travel communities, with some users calling for action against the hotel. However, social media claims surrounding the incident should not be treated as established evidence until investigators complete their inquiries.
Police and Officials Begin Investigation
Police have now launched an investigation following the AWC complaint.
Public Health Inspectors attached to the Wadduwa Medical Officer of Health office and veterinary authorities have also reportedly become involved in inquiries surrounding the incident.
The investigation is expected to establish the exact cause of the animals’ deaths, examine the electrical installation and determine whether any criminal or regulatory violations occurred.
Authorities may also need to establish whether poison was involved, as alleged by the coalition, and whether evidence exists to support claims of previous similar incidents.
The Blue Water Hotel and Spa is a five-star beachfront hotel situated in Thalpitiya, Wadduwa. The property is operated by Union Resorts and is particularly well known for its architecture, having been designed by celebrated Sri Lankan architect Geoffrey Bawa.
That reputation has added to the public attention surrounding the case, particularly as allegations of animal cruelty and unsafe electrical installations clash sharply with the image associated with a high-end tourism property.
For now, the most serious allegations remain under investigation.
The central questions are whether the deaths resulted from an accidental electrical fault or deliberate action, whether the dogs had also been poisoned, and whether the electrical system created a wider danger to human life.
The findings of the police and other authorities will therefore be critical in determining both what happened to the four animals and whether anyone should be held legally responsible.
