Treasury balance increased by Rs. 110.72 billion in 2025, official reports show, correcting claims of a trillion-rupee rise
Treasury balance figures released by the Ministry of Finance show that Sri Lanka’s closing cash position increased by Rs. 110.72 billion in 2025, not by a trillion rupees.
According to the latest financial reports issued by the Department of Treasury Operations, the Treasury’s closing cash balance at the end of 2025 recorded a clear rise when compared with the previous year.
Official data shows that the closing cash balance held by the Treasury as at December 31, 2024, stood at Rs. 805.11 billion.
By December 31, 2025, following state financial management during the year, the actual closing cash balance had increased to Rs. 915.83 billion.
This confirms an increase of Rs. 110.72 billion compared to 2024.
According to state financial reports, the Treasury’s year-end cash balances over the past several years were recorded as follows.
As at December 31, 2023, the actual balance stood at Rs. 599.52 billion.
As at December 31, 2024, the actual balance rose to Rs. 805.11 billion.
As at December 31, 2025, the actual balance increased further to Rs. 915.83 billion.
An analysis of Treasury data shows that the Government’s closing cash balance has continued to rise since 2023.
The balance of Rs. 599.52 billion in 2023 increased to Rs. 805.11 billion in 2024, before climbing by another Rs. 110.72 billion by the end of 2025 to reach Rs. 915.83 billion.
The annual report therefore confirms a steady increase in the Treasury’s cash balance, while clearly showing that the 2025 rise was Rs. 110.72 billion and not one trillion rupees.
